Xingong Luu is a member of the Heavens who guards the entrance of Beverly Hills Wharf in Aberdeen.

Xingong can usually be found guarding the entrance to Beverly Hills Wharf on Queen's Street, armed with a metal pipe. Once Ryo Hazuki gains access inside Beverly Hills Wharf he will encounter him there as well.
