Pedro Warren (ペドロ・ウォーレン) is one of the high ranking members of the Mad Angels. He is by far the strongest member and is the leader of the gang Terry Ryan's right hand man.
Biography[]
Pedro is said to be from the slums of New York, but the details are unknown. He has influence over foreign sailors in the New Yokosuka Harbor District and can mobilize a large number of them fairly quickly.
Shenmue[]
Pedro can first appear if Ryo Hazuki chases Tony Abrams when he and Smith Bradley split up when he chases them throughout the harbor. Tony will ask Pedro for assistance in slowing Ryo down, and he kicks some crates down to stop him. Regardless on if they slow him down or not, Ryo ends up catching Tony.
Pedro accompanies Terry when Ryo arrives at the Mad Angels hideout to save Nozomi Harasaki who was kidnapped by them.
Pedro then appears as the third and final boss of the 70-man battle with the Mad Angels. He is by far the strongest opponent in the battle, but Ryo ends up defeating him.
